The Task Force on Water-land Interface and Harbourfront Activation will adhere to the Harbour Planning Principles and Guidelines, and assist the Commission in the following areas with respect to water-land interfaces, as well as the design, management and activation of the harbourfront areas and its adjacent waters within the Harbour Limit (Annex) —
- to review the water-land interfaces and the water-dependent uses of the harbourfront areas and its adjacent waters within the Harbour Limit;
- to advise for the formulation of a holistic plan for the Harbour as both a working harbour and a place for tourism, recreation, leisure and sports;
- to identify development opportunities (both short-term and long-term) and to advise on implementation matters concerning water-land interfaces and activation of the harbourfront areas and its adjacent waters;
- to advise on water transportation within the Harbour and the promotion of water transportation to increase accessibility and enhance the tourism appeal of the harbourfront areas and adjacent waters;
- to provide advice and guidance to the community and stakeholders including the Harbour Office, government departments, project proponents and others on tourism, recreation, leisure and water-sports uses of Victoria Harbour, and the supporting water-land interfaces for the promotion of these uses;
- to provide advice and guidance to the community and stakeholders including the Harbour Office, government departments, project proponents and others on the branding and cultural heritage of the Harbour including promoting and facilitating the organisation of events in and along the Harbour;
- to provide advice and guidance to the community and stakeholders including the Harbour Office, government departments, project proponents and others on the design, management and activation of the harbourfront areas and its adjacent waters; and
- to lead relevant studies commissioned by the Harbour Office on behalf of the Commission, including providing advice on the preparation of briefs/scope of work, assessment criteria for selecting consultants, evaluation of the study process and outcomes, and the recommendations.
The Task Force shall report to the Harbourfront Commission on its recommendations and progress on a regular basis.
