The Symposium

The Harbourfront Commission organized a symposium on harbourfront development (“the Symposium”) in Hong Kong on 4 October 2013 (Friday).

The Symposium aimed to bring together some leaders and experts from world renowned waterfront cities to share with us the opportunities and challenges in pursuing harbourfront development and their successful stories and experiences in implementing their signature waterfront projects; and exchange views on how to create an attractive and vibrant waterfront and unleash its greatest potentials.

Mr CHAN has been appointed Secretary for Development of the Hong Kong Special Administrative Region (SAR) Government since 30 July 2012.

Before joining the Government, Mr CHAN held a number of public service positions including member of the Legislative Council; Chairman of Legal Aid Services Council; Board Member of the West Kowloon Cultural District Authority; non-official member of the Strategic Development Commission; Council Member of the Chinese University of Hong Kong and member of the Citizens Advisory Committee on Community Relations of the Independent Commission Against Corruption.

Brian JACKSON, MCIP, has recently joined the City of Vancouver as the General Manager of Planning and Development Services. Brian has been a practicing urban planner for 32 years, working in both the public and private sectors, in policy and current planning, in three jurisdictions across North America: British Columbia, Ontario and California.

Career highlights include:

Manager of Toronto’s Waterfront in the Planning & Development Department for 7 years, Brian oversaw the high density, mixed use redevelopment of Toronto’s waterfront.

Senior Associate with IBI Group for 10 years in Southern California and Nevada. Brian led a variety of transit-oriented development studies related to new rapid bus and LRT transit initiatives, working with communities to create a vision for sustainable development around proposed transit stations.

Finally, more recently, as Director of Development for the City of Richmond for 4 ½ years Brian managed over $4 billion in development applications as well as a number of complex planning policy issues.

Mr John DALZELL

Chief Executive of Waterfront Auckland


John DALZELL is an experienced Chief Executive, Owner’s Representative and Project Director. He has recognised capability across a broad spectrum of property related disciplines, financial management, corporate governance, project and development management and general business. John has a reputation for leading and developing individuals thereby contributing to the direction, performance and success of the company and project.

He is a Registered Valuer and a member of the New Zealand Property Institute and the New Zealand Real Estate Institute. He holds a Bachelor of Property Administration from the University of Auckland and was awarded the New Zealand Institute of Valuers prize on graduation in 1985. He also attended the Ernst & Young Management Programme facilities by Faculty of Darden Business School, University of Virginia in April 1997. Through Waterfront Auckland, John is also a member of Business New Zealand, Place Leaders Association (Australia) and the New Zealand Property Council. John’s senior executive experience over the past 18 years has included Chief Executive, Project Director, Owner Representative and Senior Management Team positions within the public and private sector.

In November 2010 John was appointed as Chief Executive of Auckland Waterfront Development Agency, subsequently rebranded as Waterfront Auckland. Waterfront Auckland is one of seven Council Controlled Organisations (CCOs). It was set up in November 2010 as part of the re-organisation of Auckland, with the new Council and CCOs replacing seven former City Councils.

As Chief Executive, John has five direct reports comprising Chief Financial Officer and General Managers for Property & Assets, Strategy, Development, Marinas. There are 77 full-time equivalent employees and the business is organised around eight business units. Current turnover amounts to $26.2 million, however, with a capital intensive programme of $253 million confirmed over the next 10 years, this revenue will grow substantially to $57.3 million by the end of the period. Current asset value is $506 million. Break-even is forecast to occur in 2020 with the dividend policy to be determined with the shareholder from this time.

Waterfront Auckland has two primary roles: firstly to plan, facilitate and advocate the highest quality urban development outcomes in its area of influence; and secondly to plan, manage, operate and develop land, water and other assets within its area of ownership.

Mr Andrew David FASSAM is the Senior Director of Urban Planning for the Conservation and Urban Design Group at the Urban Redevelopment Authority, Singapore, which is the country’s planning and conservation authority. He is an architect by training and holds a master’s degree in town and country planning.

Andrew has extensive experience in planning and urban design, both locally and overseas. He heads the Urban Planning Department which is responsible for the planning and urban design of Singapore’s City Centre and the place management of several of its key districts, including the new extension of the Central Business District at Marina Bay. He has played a major role in the conceptualisation and implementation of the plans for the Marina Bay area, including developments such as the Marina Bay Financial Centre, Marina Bay Sands and the Gardens by the Bay as well as key infrastructure projects such as the new promenade and bridges.

He has overseen the planning and design of many major projects and development plans throughout the City Centre, including the arts, cultural, learning and entertainment district at Bras-Basah Bugis, the campus for the Singapore Management University, and the international design competition for the Pinnacle at Duxton. He has also led the formulation of key planning and design guidelines and polices, including those for night lighting of the CBD and Marina Bay and the installation of public art works in the city.

He is the secretary to the International Panel of Experts, URA’s international advisory panel for review of its broader planning strategies and the Design Guidelines Waiver Committee as well as the Design Advisory Panel for key projects within the Central Business District and Marina Bay areas.

Ms Catherine GALLAGHER

Catherine GALLAGHER is the Chief Executive Officer of Sydney Harbour Foreshore Authority, a national leader in place making, place activation and place interpretation. The Authority manages more than $1 billion in assets including two of the State’s most iconic precincts - the heritage quarter of The Rocks and Sydney’s playground, Darling Harbour - which together attract around 40 million visitors annually.

Catherine was appointed to the role of CEO in December 2012, following 12 months of acting in the role of General Manager. During this time, Catherine led the organisation through a period of great change, reshaping it to deliver its new strategic direction. Upcoming and ongoing initiatives include the rejuvenation of Darling Harbour, the revitalisation of Circular Quay, the collaborative master planning of the Bays Precinct and the continued conservation of heritage in The Rocks.

Catherine first joined the Authority as Head of Marketing in 2005.

Catherine brings more than twenty years’ experience across event management, marketing and communication, cultural policy and international relations, in both the public and private sectors, to the role of CEO.

She has previously held the positions of:
  • Counsellor, Public Diplomacy for the Australian Embassy, Tokyo, where she directed the highly successful Australian cultural festival entitled AncientFuture, which has been heralded as the catalyst in the maturation of the bilateral cultural exchange relationship between Australia and Japan.
  • Head of Marketing for the flagship retail centre, Chatswood Chase, where she managed a rebranding campaign incorporating active audience engagement which helped take the retail centre from number 10 to number two sales per square metre.
  • International Policy and Promotion Manager at Australia Council for the Arts, where she prepared Australia’s first arts export strategy.
  • Head of Public Relations for the Australian Broadcasting Corporation’s satellite television service into Asia, Australia Television International.
