Year 2024 marks the 20th anniversary of harbourfront development. Since the establishment of the Harbour-front Enhancement Committee in 2004, followed by the succession of the Harbourfront Commission in 2010, continuous efforts have been made to foster and facilitate the development and enhancement of the Victoria Harbourfront. Through a series of campaigns, including activities and events to engage with the general public, we would like to record the milestones of development over the years and pass on the experience and spirits therein.

The Committee’s Task Group on Management Model for the Harbourfront visited six overseas cities, including London, Liverpool, Sydney, Singapore, San Francisco, and Vancouver, to learn from overseas experiences in management model formulation.

The Harbourfront Commission was established, with Mr. Nicholas BROOKE appointed as the Chairperson of Commission.

Mr. Nicholas BROOKE, Chairperson of the Committee, accompanied government officials to Auckland to exchange ideas and share experiences on harbourfront development. He also attended a seminar co-organised by the Development Bureau and the city of Barcelona

The “Kai Tak Fantasy” International Ideas Competition on Urban Planning and Design was launched


The Commission and the Development Bureau had conducted Phase I and Phase II Public Engagement Exercise for the Establishment of a Harbourfront Authority, hoping to promote comprehensive waterfront development through a creative mind set and a more flexible management model.
The Commission organised an inter-school debating competition to arouse interest and raise awareness of harbourfront-related issues among secondary school students.
