Terms of Competition


Objective

Using mini-movie as a medium, the Competition aims to arouse interest and increase awareness of the Victoria Harbourfront and encourage the public to pay attention to the different issues relating to the future of the Victoria Harbourfront.

Eligibility

  1. The Competition consists of a Student Division and an Open Division. Student Division covers secondary and primary school students; and the Open Division covers all other contestants. All contestants/members of contesting teams must be Hong Kong residents.
  2. Contestants can enter the Competition on individual or group basis with no limit on the number of members in each group. Individuals/groups can submit more than one entry. Contestants with multiple entries in one division (regardless of being an individual contestant or a group leader or a member of a contesting team) will be granted only the highest award among all those nominated by the Adjudicating Panel.
  3. Contestants or members of contesting teams of the Student Division must be secondary or primary school students in Hong Kong during the Competition, but their casts are not subject to this restriction. A contesting team can consist of members from the same or different schools.
  4. The contesting mini-movies must be created, shot and produced exclusively by the contestants/members of contesting teams, but their casts are not subject to this restriction.

Entry Requirements

  1. All entries should carry the theme “My Victoria Harbourfront”. Contestants/contesting teams may make reference to the promotional video of the Phase II Public Engagement Exercise on the Proposed Establishment of a Harbourfront Authority.
  2. Contestants/contesting teams can present their mini-movie in various formats, such as drama, animation, documentary, etc.
  3. Entries can be in any language but contestants/contesting teams must also submit the Chinese and/or English subtitles.
  4. All entries should be within 5 minutes.
  5. All entries must be the contestants/contesting teams’ original work.
  6. Entry that has been issued previously or submitted for other competitions or broadcasted openly in any form will be disqualified.
  7. No entry can be involved in any business activity or publicity.
  8. Entries must be in MPEG4, AVI, MOV, WMV or MP4 format. All entries should be in 1280 x 720 dpi or above. The entry files should be burned to a DVD and submitted with a set of subtitles and a completed Enrolment Form.

Awards

  1. The Adjudicating Panel will select one Gold Award, Silver Award and Bronze Award and up to two Merit Awards for each Division. Internet users can also vote to select one Most Popular Mini-movie on Facebook Award for each Division.
  2. Winners will be awarded with the following prizes –

Adjudicating Panel and Judging Criteria

  1. The Adjudicating Panel comprises representatives of the Harbourfront Commission.
  2. The Adjudicating Panel will select the Gold Award, Silver Award, Bronze Award and Merit Awards of each Division according to the following criteria:

  3. Competing entries from both Divisions will be uploaded to the Facebook of the Phase II Public Engagement Exercise of the Proposed Establishment of a Harbourfront Authority for on-line voting from today until 5:00pm of 30 January 2015. The entry with the most number of "Like" as at the cut-off time in each Division will be awarded the "Most Popular Mini-movie on Facebook Award".

Rules of Competition

  1. All entries must be the original work of the contestants/contesting teams, and they must ensure that they possess the intellectual property rights of the images and soundtracks of their works. Authorised use of copyright soundtracks or images must be specified in the entry. Any form of plagiarism will result in disqualification. For any entry that is found to have violated the copyright legislations due to plagiarism or non-originality, the contestant/contesting team concerned will be solely responsible for the liability or claims arising thereof.
  2. The Harbourfront Commission reserves the right to disqualify an entry or recover any prize awarded if the contestant/contesting team or entry is found to have infringed any conditions of the Competition, any copyright or the laws of Hong Kong.
  3. The copyright of all entries belongs to the Harbourfront Commission. The Commission has the right to duplicate, issue, display, transmit, promote, use, upload to the Internet all the entries and details of the winners, including names (for both Student and Open Divisions), school names and classes (for Student Division only) and use them for any other public education purposes.
  4. The Harbourfront Commission has the right to rename, revise and edit the entries.
  5. The Harbourfront Commission has the right to disqualify any entries containing any insinuation or libel, violence, pornography, abusive languages, indecency, obscenity, offensive languages and behaviours. The decisions of the Harbourfront Commission are final and binding.
  6. Submitted works will not be returned.
  7. Entries submitted after the deadline will not be considered.
  8. The Harbourfront Commission has the final decision on all matters concerning the terms and conditions of Competition and reserves the right to amend these terms and conditions at any time at its discretion without prior notice.
  9. The Adjudicating Panel has the final decision on the results and rankings of the Competition.
  10. Staff of the Organiser (including Adjudicating Panel members) and their immediate families are not eligible for the Competition.

Enrolment

Please read the Terms of Competition in detail before enrolment. Entries should be saved in a DVD and submitted together with a set of subtitles and a completed Enrolment Form to the Habourfront Commission Secretariat (17/F, West Wing, Central Government Offices, 2 Tim Mei Avenue, Tamar) in person or by mail on or before 31 December 2014 (Wednesday) as determined by postmark date or receipt date. Please specify “My Victoria Harbourfront Mini-movie Competition” on the envelope.
